Ontario

The Ontario Independent Electricity System Operator (IESO) has two programs focused on long-term procurement: the Long-Term 1 Energy Storage (LT1-ES) and Long-Term 2 Non-Emitting Resource (LT2-NER) procurement programs. Here is a description of each program:

Long-Term 1 Energy Storage (LT1-ES) procurement program

This program focuses on the procurement of long-term contracts for energy storage projects. Energy storage technologies, such as batteries and pumped hydro, play a crucial role in building a more flexible and reliable electricity system. The LT1-ES program aims to support the integration of energy storage resources into Ontario’s electricity grid.

  • Under this program, the IESO identifies specific needs for energy storage, based on grid reliability, flexibility, or other system requirements. Interested developers and vendors are invited to participate in a competitive bidding process through Requests for Qualifications (RFQ) and Requests for Proposals (RFP). The selected projects can secure long-term contracts to provide energy storage services to the IESO.

Long-Term 2 Non-Emitting Resource (LT2-NER) procurement program

This program focuses on the procurement of long-term contracts for non-emitting energy resources. The LT2-NER program is designed to support the development of large-scale renewable energy projects that contribute to Ontario’s clean energy goals.

  •  The program focuses on procuring renewable energy projects with capacities greater than 500 kilowatts (kW). Eligible projects include solar, wind, hydroelectric, and bioenergy facilities. Similar to the LT1-ES program, the LT2-NER program follows a competitive procurement process, which involves the issuance of RFQ and RFP to attract potential developers. The selected projects can secure long-term contracts to supply their non-emitting energy to the grid.

  •  E-LT1 , LT1 and LT2 programs provide long-term procurement opportunities, offering stability and certainty for developers of energy storage and renewable energy projects. These programs contribute to Ontario’s transition to a more sustainable and resilient electricity system by increasing the deployment of energy storage technologies and expanding the capacity of non-emitting energy resources.
